A történetnek három főszereplője van. Yamaneko, a rejtélyes „Fantom Tolvaj”, a korrupt gazdagoktól lop, közben pedig lerántja a leplet gaztetteikről. Katsumura Hideo újságíró, aki Yamaneko kérésére a Fantom Tolvajról cikkezik. Takasugi Mao egyszerű diáklánynak látszik, valójában tehetséges hacker.
